Computerized Billing System GLOBUS

The Computerized Billing System is intended for large telecommunications companies focused on the provision of long-distance and international phone services to both corporate and private customers.

The system implements a revolutionary customer service technology utilizing credit and pre-paid payment systems, as well as various combinations of both; introduces a flexible system of tariffs, discounts and penalties and a flexible billing and collection system; provides enhanced support of regulatory and reference information; leads to increases in the speed of processing data while enhancing its reliability.

The system was designed using advanced computer-based techniques based on CASE-tools and Oracle software development tools.

BRIEF DESCRIPTION OF CBS "Globus"

The computerized telecommunications services billing system (CBS) "Globus" is a software and hardware suite designed to computerize processes of registration of corporate and private entities; telecommunications services accounting; calculations of costs of services received by each customer; printing bills and other outputs; receipt, registration and control of payments for services provided to the customers; statistical data collection and analysis; planning and forecasting; coordination of activities undertaken by major units of a telecommunications company.

CBS "Globus" was developed in cooperation with the experts of "Saint-Petersburg National International Telephone" ("SPB NIT") to computerize the major functions of "SPB NIT"). The CBS can be characterized as a top-level dedicated computerized billing system designed for customers of services provided by telecommunications network operators equipped with automatic long-distance telephone exchanges (ALDTE) of various types with a total capacity of up to 3 000 000 terminals.

The CBS does not impose limits on types and number of ALDTEs used by "SPB NIT"). At present, the CBS supports processing of traffic records generated by automatic long-distance telephone exchanges ARM-20, ARE-13, AXE-10, as well as by OPAX system that supports the operation of the automated switchboard department.

As a result of the implementation of the CBS "Globus", the following operational units and departments of "SPB NIT" have been computerized:

Corporate Customers Billing Unit.
Private Customers Billing Unit.
Information Processing Department.
Data Preparation Department.
Financial Control Department.
Documents Delivery Department.
Information and Inquiry Service (information support of the database).
