Real Estate Information SystemIn November 1994, St. Petersburg Administration, the Russian Center for Privatization and the consulting company "Arthur Andersen LLP" signed an agreement for assistance in the development of a real estate information system, thus giving birth to the project funded under Contract No. CNN-0005-c-003115-00 USAID (US Agency for International Development). LEAVES was nominated main systems contractor. Later on, the project was titled "St. Petersburg Real Estate Information System".

The main goal of the project "St. Petersburg Real Estate Information System" was to promote the development of the real estate market by providing information to the public
Project Description
The project was focused on the design and implementation of an integrated real estate information system supporting regulatory and legal procedures approved in the "Real Estate Management Concept" adopted by the city administration:
- Registration (generation) of primary and secondary-market properties
- Registration of titles to properties
- Lease of properties;
- Purchase (sale) of properties
- Support of the State-owned Property Register
In parallel, the following tasks were addressed:
- Generation of standards and reference information (a list of private/corporate entities, types of property, stages of submitting applications, descriptions of primary/secondary-market properties, etc.)
- Implementation of the module for unstructured data exchange - orders, maps, notices, etc.
- Development of an audit subsystem for registration of and subsequent charging for all queries addressed to the System Management Center's (SMC) database.
- Development of a tool for two-way asynchronous data replication to maintain coherence (integrity and consistency) of the district's, Committee's and the SMC databases
Project Deliverables
One of the most important deliverables of the project is availability of a tool for municipal real estate revenue planning. Another deliverable that is important for real estate market players is the possibility to obtain on-line information on real estate.
Unfortunately, constraints that prevent a full-scale deployment of the Real Estate Information System still remain.
Technical Information
The system has a distributed architecture and includes a few dozen geographically remote locations. The kernel of the system is the System Management Center that supports the integrated central database.
Information from different departments is passed to the central database by dial-up telephone channels during communication sessions. The interval between communication sessions for each department does not exceed two hours.
